In two games as the Allies against the AI Axis (both mods - Third Reich and World in Flames) Germany had Level 5 tanks in 1942. In my current PBEM Vanilla 1939 scenario game the the Germans also have level 5 tanks in May 1942 and the Russians have level 4 tanks. Not my Advanced Third Reich mod; the only tanks eligible for research upgrades are the Russian 3-5 armor to 4-5. This has been a controversial topic since SC was released. For fun, it's OK. For more historical "accuracy", one technique is to restrict the number of research chits allowed per tech area to slow down research. Another technique is to restrict the max research levels for some techs. I've done both with Advanced Third Reich, which I prefer. Link to comment Share on other sites More sharing options...

GGWaW had a decent research progression also and a more realistic build queue(pay as you go, upgrade along the way, delaying), I might add.
