That's definitely a penalty in soccer when you're in the box. I agree that his dramatic fall at the end was not required but the infringement was there, no matter how slight it seems when you're used to more robust contact in rugby. But compare it to some of the other penalty dives. Like the Ivory Coast player who got nudged in the stomach and fell to the earth clutching his eyes.
