AI Naval Oddity

On a number of occasions now I've noticed the AI move naval units away from an easy kill (or serious damage) of a unit it is next to, only for it to bring in another unit instead (or leave the kill altogether). This often leaves the AI units exposed the following turn.

Has anyone else noticed this and, if so, is this something worth adjusting?
