DX10 is a thousand things and it doesn't have anything to do with IT, just with what the Microsoft marketing uncles make it do. One meaning is the software package that you have which has about 292392 components, give one or two. Another meaning is new graphics features than only the NVidia 8xxx and up vards support. That's what gamers usually mean with "DX10 graphics". You need both Vista and a DX10 card to get DX10 graphics features.
