There is no standard 'printable character' to put into the 'hotkeys.txt' file in order to map the arrow keys. Thus, mapping those keys would require a more complex process of character input in order to represent 'arrow keys'. So the current system of a text file would not be adequate and instead some sort of binary file would be necessary (and an interface to modify the file with).
