Depends on what kind of control you have over the proxy.

If it blocks the port (I forgot which one, check the readme) you are generally screwed. If not, joining should not be a problem. Hosting is more complex.

The proxy server is what would have to be reconfigured to access that port. If your proxy server is not a personal server (a piece of software running on your computer), then it will be another computer on the network (which you will likely not have the administration rights to modify). You'll need to talk to the network administrator to have him/her grant external access to that port (7023 & 7024).
