The TacAI is making the decision to use it or not when you select a specific (area) target, and it will use the Jav often against hard targets such as bunkers and sometimes even against high threat targets in buildings or even the open (e.g. an enemy ATGM unit might get to feel what a thermobaric warhead feels like once spotted...)
