Better rules of Engagement

The units need more than just move and shoot orders, units need a slimed downed version of orders closer to what's found in TacOps.

Something Like

Engage Enemy

Shoot until damaged or enemy destroyed.

Limit Engagement

See enemy shoot, pop smoke, reverse.

Don't Engage

See enemy pop smoke reverse.

Right now units seem to either shoot or just pop smoke, but never move out of danger.
