They could make it cover non-combat activities by cutting back on those non-combat activities, resulting in much worse replacements, etc, but accounting for those non-combat activities resulted in even less combat power - either right away, or a little way down the line when there were less and/or less competent replacements. That's what it meant to attack the oil - it wasa critical industry that neutered the LW - and the rest of the Wheremacht in general, regardless of how many aeroplanes they could make.
