Plunder too variable

Playing a saved game, where I had just taken Paris. Ended the turn, and got 693 plunder. Then I decided to quit and come back to it later.

Second load and end of the turn netted 900+ plunder. Subsequent trials revealed similar swings in the amount of plunder.

Now, I realize that different conquer dates, differing numbers of casualties inflicted and other variables may affect plunder. But this was the same turn each time. I moved nothing, killed or damaged no other units, just hit end turn.

A 200+ MPP swing is huge in this game, especially at this early point. The different plunders gained in Poland and other minor countries (say 38 vs. 44) is a larger percentage of the total, but 5 or 6 MPP isn't enough to swing the game. 200 or more can be a game killer.

Please make this less random. Poor plunder, combined with unlucky returns on research could make luck more of a factor than skill.
