He was quite effecting guy till '43, when (somewhere around win in Stalingrad) the title was removed from oob's. His ability could be to something like being able to rally (almost) any infantry unit, but so affecting also 1 casuality. He was the main reason for fanatism in otherwise quite passive Red Army infantry. This unimaginable fanatism (which is referred in many german battle-descriptions especially in winter '41) also explains huge losses of Red Army. Determinant Posted July 21, 2002 Share Posted July 21, 2002 I suppose that you could say that the effect of the Commisar is modelled in the early war years by the long Soviet command delays. All the commanders being too scared to do anything without checking with the commisar first for fear of a bullet in the back of the neck if things go wrong.
