Tactics or Strategy?

Um, yes. That's because there's only one way to "kill" an enemy unit in chess (put your piece where his is), hence no room for tactical prowess.
en Passant can capture a pawn when its opening double move crosses the diagnal of one of your advanced pawns.

Some good definitions in this thread. I can't improve on them but will offer a couple more just to give some alternate slants.

Tactics is the art of winning battles. Strategy is the art of arranging battles to win a war.
Strategy is big maps with arrows and wooden pointers. Tactics is something scrawled on the back of a cigarette pack with a broken pencil.
I don't know who originated either of those quotes, but they crossed my path some years ago and stuck in my mind.
