Saving QB Setups as Scenarios for TCP/IP

Is there any way I can constuct a QB, with an OOB selection and deployment on my side, leaving my opposite human opponent with his selection and deployment to execute -- than save this QB, and then call it up later for TCP/IP play.

I want to do this with Nippy's Rules for QB -- excellent ones, by the way -- to speed initial configuation.

I would prefer to do this OUTSIDE of the scenario builder, which for some reason (genetic I presume) I can NEVER get to work the way I want it to.

start a new QB as a PBEM game.

do your force selection, email it to opponenet.

opponent selects, emails it back.

you can open that file up, saveit, and then start a TCP with the save.

or u can continue emailing each other until the purchase and placement is all done, then save and start a TCP game.

You can go from a Hotseat, TCP/IP, and PBEM game to any of the others. Just save the game and then start the game from the saved game. It will then give you the option to continue the game in any of the three options. Makes it much easier to play a TCP game, not finnish in time, and then finnish it out as a PBEM game.
