Do you think special HQ abilities, ie command, morale should cost 'x' amount of pts. Or what about, demo charges and Panzerfausts, special weapons in squads? I like when my commanders perform better than I expected from them in a tight situation. If I always had über-officers perfectly suited for their task a lot of battles would start to feel more like a match between two Excel™ spreadsheets.
