If you are talking about Grossdeutschland, there was no difference between a panzerfusilier and a panzergrenadier regiment, they were identical in terms of makeup, though in GD the Fusiliers seem to have had more access to 251 halftracks than the older grenadier regiment. In the rest of the army, things were different, and fusiliers were, as Pzman suggests, later raised as divisional recce assets.
