The only 'start in peace' game I know of, other than HOI, is the DOS game, HICOM. Even that one started in Sept 39. I'd also like something like what you're describing, starting, let's say, with the Austrian anschluss so the German player has some real diplomatic options. A game where the nogoodniks are capable of stirring up insurrections would be great, maybe start something in Norway, blame it on the Soviets and go in as the hero to save their King. But I think Tom's talking about a scenario where the war hasn't begun yet. In gathering storm Germany, Poland, England, France, Royalist Spain, Franco's Spain and Checkoslovakia are all a tad beyond blissful peace!
