History lesson:

Iraq was neutral and led by the Regent of Iraq, Emir Abdullah. Emir Abdullah was sympatetic to the allied cause, but the Iraqi people were not.

The British began to place troops near the border of Iraq, and even when the Brits began to cross the border and place materiell etc inside Iraq, the pro-allied regent of Iraq did nothing.

So on the 3rd April 1941, the people of Iraq led by pro-Axis General Rashid Ali, overthrew the regent and siezed power. For a short while now, Iraq was on the side of the axis although no agreements had been signed so far.

The Allies saw this as their excuse to launch an invasion of Iraq. The Axis responded by flying in materiell to the Iraqis, and sending in Luftwaffe to help them.

The allies won in Iraq, and re-installed the Regent Emir Abdullah as their puppet, and now Iraqi soil were open for the allies. After the Sovjets took Persia (Iran), then the allies used this area as a route for their lend-lease into Sovjet.

History lesson over.

Now, two possibillities. Either the conflict in Iraq can be relived in SC, by the Commonwealth effectively declaring war on Iraq (which resembles their movements into the nation), and we can expect that the Iraq's who take to arm are following the pro-axis Iraqi general. An Airfleet from Germany is sent to help.

Second alternative, and I find this very intruging. The event in Iraq is shown in SC in the following way. Since war was not effectively declared from the allies against Iraq (it never really was, they just conquered it without a DoW), then we can get Iraq into the war the same way that Yoguslavia joins the war.

Let an event-box pop up, that says "Pro-Axis coup in Iraq, Iraq joins the Axis". That would mimic the historical events very closely, instead of forcing the allies to declare war on Iraq (which like I said, they never really did, they just conquered it, that's two different things).
