Do 'hiding' HQ's exert their bonuses as effectively as 'non'-hiding ones?

Hiding has no bearing on the HQ's ability to impart bonuses and exert C&C.

If an HQ is panicked, routed, or broken, it loses C&C capabilities, and of course bonuses. You can tell this when it is in such a state as the command lines will be black.

With this in mind, it can be a good idea to give the HIDE command to HQs in defensive situations. The loss of firepower is relatively trivial and you avoid or minimize casualties to a critical unit, esp. since if the HQ avoids casualities it probably won't break or panic, thus allowing you to keep your other troops in command.

This in general corresponds to the reality of the command post directing the battle from comparatively better cover. Nothing, of course, protects you from artillery.
