Always pick infantry first. I try and buy the largest unit of infantry that I can (a company etc). Then I add additional individual infantry and support (maybe an engineer platoon, some more AT-infantry). Next is armor. Depending on the terrian, I generally buy what will best support the infantry battle (Shermans, Stugs, etc).
