Morale/Victory %

This is fairly well explained on page 99 of the manual. If your global morale falls <15% and the enemy global morale is at least four times higher, you will auto-surrender and the game ends. This was implemented to keep one side from having to chase down the last few units just to end the game.

The Victory % indicator shows how much of the victory points your side has. When the game ends, the ratio of your % to the enemy % will determine how great your victory or defeat was. This is all explained on page 101.

I guess I'm one of those people who actually reads the manual...
