Until every ISP issues a unique (and "static") IP number to its subscribers, banning one person often means unintentionally banning far more than that. The bad thing is that privacy groups have fought VERY hard against IP consistancy for obvious reasons (many of which I agree with). But like most things that are Liberal/Anarchist, "criminals" have pretty much free run of the place. So it is ironic that SPAMers and hackers are allowed to invade people's privacy using the very system the pro-privacy people want to keep in place to protect their privacy. Argh...
