Sensible location of the terrain (covered approaches, especially dead ground) can improve the AI apparent manuver skills. There are games that provide an API so that the gamer can modify the AI by modifying one or more files that are in plain text and use that API. I don't want to point to them because that is not relevant for this forum. But it is not hacking because it is not a case of the gamer trying to do things that the devs didn't intended to.
