Partly because it would be immensely complicated (since every polygon of the model has its own armour rating) and mostly a very general guideline, since many other factors influence penetration, and there's no way to reasonably present a table that varies with attack angle. As another thread discusses, a table might tell you that your 76mm won't penetrate the front of that Panther, but in fact if you're shooting downhill so the armour's slope is less effective, or uphill so there's more chance of hitting the lower front armour (so long as the target hasn't cleverly put some terrain between you and the lower hull) you can kill the kitty with that gun.
