You can delete and add units to your heart's content, change ammo loads, and alter starting "mental" state. I just did up a scenario with a company short most of its heavy weapons. Unlike other wargames, all reinforces are determined by the scenario/campaign designer. For example, you might get 1 Stug IV and a depleted Platoon for reinforcements, or 5 Pz IVs and a full sterength company of Panzer Grenadiers. Whatever the designer wants.
