Adding mine fields and pillboxes?

I do not remember if it was asked or discussed but selecting a scenario to play do you as a defender have the choice to place mine fields at your discretion (given limited area or number of mines be it anti personal or anti tank)? That also goes for pill boxes, fox holes and road blocks?

The scenario designer decides if and how many minefields, pillboxes and roadblocks are available. He also decides if they are fixed (called "padlock setup") or can be moved around by the defender during setup. The designer can also choose to allow the player to move them around within a certain setup area only or anywhere across the map.

Foxholes do not move, they appear automatically whereever your infantry is dug in at the beginning of the battle.
