I think this statement is wrong in the context of CMx1 battles. First of all CMx1 battles are not commanded by generals. A large amount of reading indicates to me that these guys often did know what was supposed to arrive, but that this supposed reinforcement often did not:
a) show up at all
show up in the announced strength
c) show up at the right time
d) show up at the right place
e) any combination of the above
These things can be reflected in briefings, but I fear that too many briefings can not use the excuse of having thought this through, because they are rather just poor.

From reading 'With the Jocks' it appears that there was a permanent link between units and transportation. White refers to 'his' driver when they moved by TCV, since he was carried around by the same driver/truck repeatedly until the vehicle gets hit outside Bremen.

There was a siege of Moscow in 1941? News to me.
The maps most likely were not drawn by the Germans, but were drawn by the Soviets, with an overprint in Latin letters. For an example of such a map, see: http://forum.axishistory.com/viewtopic.php?t=121245

In 1940 3rd British ID undertook a Brigade attack on the Dunkirk approaches to delay the German advance, using the carriers as light armour. They found out the hard way that carriers were not SmK proof during that attack.

Lightly armoured German vehicles were designed to be "SmK-Sicher" AFAIK, i.e. to keep SmK projectiles out. I presume .50 HMGs and Soviet 14.5mm ATRs to have a better penetration performance, and would expect HTs to not be safe from them. AFAIK the modern Fuchs is designed to keep ATR and .50 projectiles out, so the definition of SmK-sicher has changed since then.
