Yes that was done on purpose. The code for that window became much more complex due to the addition of the new WWII country and WWII IOC filter buttons. In the process I coded myself into an event reaction sequence that lost the ability to reliably sense a double click.
Two steps forward, one step back. I will eventually take the time to redo the window so that the double click selection option will become possible again.

Your note was a good reminder that there are still folks out there who do not have high speed access and that for them a 20 meg download is not a trivial deal.
I will try to make it a standard practice from now on to provide an optional second, smaller download which contains just the items which have changed since the most recent previous update. I will continue to also provide the big, comprehensive update package.

Computer game transforms into international tactical simulation.

I.L. Holdridge didn’t intend to design a tactical simulation used by the armies of four nations. He just got tired of playing with tiny tanks. "I wanted to play armor miniatures without a footlocker full of manuals, dice, tapes, terrain boards and painted vehicles," he said.
Frustrated by lack of time, space and opponents, many war-gaming hobbyists have switched from board games and miniatures to computer games. Holdridge did one better and designed his own computer game. A decade later, "TacOps" is played by thousands of hobbyists. It’s also an official training simulation used by the U.S. Army and Marine Corps, as well as the Canadian, Australian and New Zealand armies.

There are only couple of '44 items. I put them in mainly because I had the item fully researched before noticing its IOC date.
The v406AD mod went deeper into 43, especially for USMC vs pacific islands.
There is an Excel file at the followign URL which shows the WWII items added as of v406AD and their IOC dates.
Look for the file named "WW2UnitTypes051028.xls".
This update brings us to 184 WW2 unit types and a bit deeper into 1943.

User request. Revised all WW2 direct fire weapons data base entries so that useful range ends at 10% ph vice 5% ph.
User request. Unit types with organic dozer blades now display the words "Dozer blade" in the unit info window and in the unit data base window.
User request. Changed the name of unit type "JP Tank Type 94 Tankette" to "JP RECV Type 94 Tankette" and changed its wire box map symbol to armored reconnaissance.
User request. When the program reports that units have exited the map, the game no longer pauses until the player manually closes an alert window. That information is now shown transiently in the info line at the bottom of the map window. The info window will blink for about three seconds to highlight this report. Also, the unit map exit alert is now not shown to opposing players. In multiplayer games, the unit map exit alert will be shown to the owning player, to the umpire, and to spectators.
Added a date for a unit type's year of initial operational capability (IOC) to the Unit Information window, the Unit Data Base window, and the Add One Unit window. At present the unit data base contains IOC dates for only a minority of unit types (mainly WWII items).
Bug fix. When firing indirect fire, on map arty units were wrongly much less likely to be spotted by opposing units (with a legal line of sight) than when they or similar unit types were firing direct fire.
Bug fix. The RU SU57 was wrongly equipped with a 76mm gun instead of a 57mm gun.

Much as I would like to separate you again from a bit of money, the WW2 mod is in its early stages. Think of it as a sort of cross between a rolling upgrade and an experiment.
About the only use right now for the WWII items is for two player or CPX gaming using scenarios (without AI) created by the players themselves. Still ... early joiners will get a chance to influence where it goes.

Load it as a saved game file. The clue is that it ends in ".tac".

It should be inside your TacOps folder, if you did a full install.
Look for the folder named "TacOps Map Tool v105".
If you did not do a full install, then look for that same folder name in the "TacOps v4" folder on the TacOps CDROM. Copy it over or repeat the TacOps installer and this time do a full install.

The WWII mod recently added to TacOps4 is just a first step - somewhat of a trial balloon to see if anyone is interested. Much remains to be done. If involvement increases from outside the normal (i.e. contemporary) TacOps community then the WWII mod will be extended in regular increments. If anyone wants more info on TacOps4 or its WWII mod please ask in the TacOps forum. I don't usually visit the Combat Mission forums.

Developer Initiative. Revised the Game Replay feature to reduce the delay between clicking on the skip forward and skip backward buttons and the actual display of the next or previous game turn. Also, if the skip forward or skip backward button is clicked during playback, the program will now pause the playback after completing the skip so that the user may choose to do additional skips before resuming playback.
User request. Added World War Two air strikes to the "Options/Change Air Support" window. Added a sound effect for World War Two air strikes.
Developer Initiative. Deleted use of F16/18, AV8, and Mig air strike names. Program now just displays "Aircraft" or "Aircraft WW2".
User request. Added GM APC SdKfz251/10 (with 37mm gun), GM LUV Motorcycle Sidecar, and GM LUV Motorcycle Sidecar LMG.
User request. Added three generic World War Two artillery unit types to the unit database: Howitzer WW2 Light (approximately 75mm), Howitzer WW2 Medium (approximately 105mm), and Howitzer WW2 Heavy (approximately 155mm).
User request. Added three generic World War Two artillery types to the "Options/Change Arty Support" window: Howitzer WW2 Light (approximately 75mm), Howitzer WW2 Medium (approximately 105mm), and Howitzer WW2 Heavy (approximately 155mm).
Bug fix. While using the game replay feature, the program failed to remove smoke from the map if the user skipped one or more turns forward or backward, thus causing the replay to sometimes vary from what happened in the original game session.
Bug fix. The following items were sometimes wrongly excluded from the Unit Data Base window and the Add One Unit window: + Attachment Blade, + Attachment Mine Plow, + Attachment Mine Roller, and + Logistics Package.

That is a bug. In order to see those items in that window there must not be a check mark in the World War II box, nor in the Post WWII box. Should be fixed in tomorrow's patch.

Either approach will work but I recommend that you move/copy each map folder rather than just the contents.

As of v406, TacOps4 no longer supports the original Type1 format maps. Type2 replacements for
Maps 1 through 16 were included in the patch.
The original Type1 maps consisted of a single file containing both art and data. Type1 maps had to be compiled on my development system and thus could only be created by myself. Type1 maps were also not cross platform.
Type2 maps appeared when I released the TacOps map utilty. They consist of two files, a data file ending in ".dat" and an art file ending in ".bmp". Type2 maps can created and edited by users via the TacOps map utilty and Type2 maps are cross platform.
Over the years all of the 36 or so Type1 maps except for Maps 1 through 16 were converted to Type2 format and they gradually replaced their Type1 counterparts as other changes caused me to need to make new master CDs.
This seemed like a good time to get rid of the last fifteen Type1 maps (there was never a Map 13).
