WeGo - Correcting artillery fire before starting action

I'm curious if this is intentional:

I'm playing WeGo, and I ask my tubes to drop some rounds on a target. Before pressing the start button to begin the action phase, I change my mind and want to alter the target. However, when I cancel the initial strike, I am unable to target anything else because I am busy cancelling the last target. Except, since it's WeGo, I haven't actually called for the initial target in the first place, but get penalized for a minute none the less.

I'm guessing it's a core game mechanic for RTS that can't be changed, but I'm hoping it's a design decision instead so I can try to change your minds. ;)
