Editing new convoy

Is it possible to make a new convoy from a occupied port?

In my Mod I wanna order England if they loose their isle to establish a convoy route to Germany. The map is quite similar to "Fall Weiss".

The convoy.txt wants a

#COUNTRY_ID= 1

#TRANSFER_ID= 5

#COUNTRY_ID_TRIGGER= 0

#TRANSFER_ID_TRIGGER= 0

But in that case is it possible at all.

Please help
