How to change control settings?

I'm trying to change the hotkeys for camera control. I'll double click on a control, e.g. Forward, then click on the key I want to use, e.g. Numpad-8, then click on Apply. Once I exit from the screen, the setting goes back to default. What am I doing wrong?

start the game in "run as administrator" mode

Thanks. That works and solves a couple other problems I was having. Vista's over the top security controls can be annoying, especially when you don't realize they're working.
