Internet game???

When CM asks you for an 'opponents IP address' (when you click on the Join Network Game) it needs the IP address of your opponent's computer that is hosting the game. You opponent will have picked out and setup a scenario and they should be waiting for you to hook up (they are acting as the server in this case). There are no "servers" for CM that you hook up to in order to find and play an opponent.

There are some nework/internet access situations that will not work with CM's internet multiplayer scheme because it requires a direct connection to the opponent rather than using a server.

If you're not familiar with your IP address you can go to What's my ip .com and it should tell you the IP address that the rest of the internet sees for you (useful if you are 'hosting' a game).

As for finding an opponent, there's an opponent finder forum on this bulletin board and there are also some threads in the various forums where people are challenging others in a somewhat different manner.
