Probably Germany should: - DoW to Finland instead of waiting it to join and conquer it (naturally with HQ) - transport air fleets to Finland - transport HQ and ground units to USSR coast south from Leningrad - move navy to Northern Baltic for USSR ships - naturally DoW to USSR instead of waiting it to DoW But is it still impossible, at least against human opponent. Alas this strategy is so unbalancing that it is usally forbidden between human players. (houserules) Conquering Finland is usally a bad idea.
