Conjecturing based on current comments, it sounds like will be moddable to roughly the same extent as CMx1 -- that is skins and sounds, but not 3D models, or stats like weapon performance, vehicle speed, etc. BFC is eventually planning on releasing a WWII game based on the engine, but that's a ways down the pipe.
