HQ Units and Build Limit Bonus Idea

I created this post to highlight a "simple" idea that gives more value to low ranking HQ units.

Concept: Low ranking HQ units "may" give players an increased build limit for a specific unit type.

Example: The Allied Player planning to bomb the Axis into Submission might purchase General "Butcher" Harris (Rating 4) to secure a higher build limit for bombers.

Question: What military commanders of WWII would be best suited for such a bonus?

My choices would be:

General Dornberger (GER-Rank 3) - +3 build limit for Rockets

Admiral Donitz (GER Rank 4) - +2 build limit for subs

General Kurt Student (Ger Rank 5) - +1 build limit for parachutists

Air Marshal Arthur "Butcher" Harris (UK Rank 4) - +2 build limit for bombers

General William Blanchard (USA Rank 4) - +2 build limit for bombers

General Ridgeway (USA Rank 5) - +1 build limit for parachutists

Admiral King (USA Rank 5) - +1 carrier build limit

Why give the Air Marshal Harris HQ unit, a +2 Bomber Build limit bonus? Without him it is doubtful that the Royal Air Force would have pursued an aggressive bombing campaign against the Germans.

I would give him a Rating of 4 as he lacked demonstrable experience in commanding ground units.

Arthur Travers Harris (1892-1984), known as "Bomber Harris," was appointed Commander-in-Chief of the Royal Air Force Bomber Command in February 1942. He was the mastermind of the ... area bombing of German cities from 1942 to 1945, during which time over 850,000 tons of bombs were dropped on German cities by the RAF at night. It has been estimated that 600,000 German civilians were killed in the bombing raids planned by Harris....

On February 23rd, 1942, Arthur Harris was appointed Commander-in-Chief, Bomber Command and left for the Command's HQ near High Wycombe, Buckinghamshire. The situation was desperate: Bomber Command was criticized for its lack of efficiency, the Butt Report, released a few months earlier, having demonstrated that the majority of British bombers could not reach their targets within a 5-km radius. Harris strongly believed that strategic bombing could force the enemy into submission. He demonstrated his theory by mass-bombing Cologne, as over a thousand aircraft took part in a single raid in the night of May 30th-31st, 1942.

Although the success of the Cologne raid could not easily be repeated, Harris' resolution did not weaken. He mustered all resources available to turn Bomber Command into a weapon that could not only destroy the Nazi war industry but also strike Germany's cities and civilian population. Personnel was increased, new instruments provided better accuracy, heavy bombers, such as the Lancaster, were able to carry larger loads of bombs with more destructive power. Starting in 1943, there was a wave of bombing campaigns on the Ruhr, on major urban centres, as well as on Berlin. Under Harris, Bomber Command carried out the destruction of German cities well into the last months of the war, with an interruption only to ensure support to Allied invasion forces during the campaign of Normandy.

At the end of the war, Sir Arthur Harris was promoted to RAF Marshal; he wrote his memoirs, published in 1947 as Bomber Offensive.

Bonus Build Limit Rules:

HQ Str 3 = Max Build Limit Bonus = 3 - Rockets or Engineers

HQ Str 4 = Max Build Limit Bonus = 2 - Subs or Bombers

HQ Str 5 = Max Build Limit Bonus = 1 - Carrier, Parachute

HQ Str 6+ = Max Build Limit Bonus = 0
