Intelligence research and the "Surprise Attack"

It happened 3 times on the strategic level in WW2 IIRC. Barbarossa, Pearl Harbor, and Battle of the Bulge were astonishingly efficient use of strategic surprise, so how is SC2 to simulate the effect? Since we know there will be a category for "Intelligence/espionage/counter-E" research and there has been much discussion for randomizing initial invasion deployments on DoWs, will it be a simple single attack combat enhancement OR? Going further to the operational/tactical scale, how will tech levels of "Intelligence" research modify the outcome of "Surprise Contacts" that we were used to in SC1? How will it be represented.....that sneaky u-boat getting into Scapa Flow, or those Italian frogmen wreaking havoc...what about that unorthodox movement of a Panzer group through the Ardennes? Any ideas/comments?

I would like to see the intelligence effect give you a chance to spot the location of enemy air, land and ground units that you could not normally see and give you insight into the breakdown of an opponent's armed forces along with their research piorities and giving a bonus to the use of diplomacy chits.

For example:

Tech Level 1 - 1% to spot each enemy unit & number of Army units

Tech Level 2 - 3% to spot each enemy unit & number of Army and Corps

Tech Level 3 - 6% to spot each enemy unit & number of Army, Corps and Armor

Tech Level 4 - 10% to spot each enemy unit & number of Army, Corps, Armor and Air

Tech Level 5 - 15% to spot each enemy unit & number of Army, Corps, Armor, Air, and Carriers

Thus at Tech Level 1 you would know how many Army units your opponent has in the field and you would also have a 1% to spot each unit that they have deployed.

Nah. Two things have already been discussed before so I'll mention them again. :D

Neutral majors like Italy, USSR and USA will be active to the point that they can build and place their units. With perhaps some sort of reduced spotting with FoW, there should be some surprises when war is declared.

The other new thing which will affect surprise during a game is weather. During bad weather, air spotting will be reduced. So historical surprise that was achieved at Stalingrad during winter 42/43 and in the Ardennes during winter 44/45 may be possible now. Like a turn of bad weather to move your strategic reserves up to the front and then attack on the next turn. But weather is random, so you won't be able to count on what your opponent may or may not be able to see during HIS turn. This should provide some suspense for both sides. ;)
