As for getting them to stop shooting, a Hide order and maybe a short covered arc should do it - but honestly, I can't imagine why you wouldn't want your PBs to fire on everything they see. They're very easily spotted even when hiding, so you may as well get your licks in before the enemy drops smoke and/or brings up a couple armored cars to plink the firing slit.
