Remove the preference file in the cmbb folder and start the game again. This could be just the hammer on the head. Most monitors remember their settings for each resolution & refresh rate. When you bought the monitor and you had a setting : 1024 x 768 - 75Hz and the monitor adjusted to that, CM could have picked another refresh rate in the DirectX test. I mean the buttons on the monitor itself that widen/narrow/move the part of the screen that is used to display data. This hasn't got anything to do with refresh rate or screen resolution.
