Sir Uber General
They probably do not have direct LOS to the target, try using the LOS tool to check
Kingfish
Also check for min / max range limits.

Silvio Manuel
Mortar crews tend to either not fire at all, or cut-off their fire mid-turn when they get to "low ammo" status- maybe 1/4 of their original load. That could easily explain the crew/ 2h rounds left, and also possibly the 14h crew, especially if you're talking about a Mortar that starts out w/ a lot of ammo, such as the UK 3". Usually low Global Morale means that your troops will be MORE active w/ their fire, at least in my experience- esp. if you are shooting at the equivalent of a "low" or "rare" kill% if you relate the situation to AT combat. Capitalistdoginchina
It is also possible that their LOS has been obscured by smoke. I sometimes switch smoke graphics off and then forget to switch it back on - hit "Shift I" (IIRC) just to make sure, otherwise you will be miffed why you have no LOS when previously you did!
