I was under the impression that the newer drivers had fixed some of the transparency problems with the Voodoo 3 series. This is the latest driver from 3dfx (for Win9x/ME) which hopefully clear up your problem and fix a texture 'white out' problem.

Do you know what chipset your motherboard is based on ? I'm guessing that it may be a VIA (KX or KT, etc.) or an AMD. If it's a VIA chipset then download and install the 4-in-1 drivers or at least the AGP drivers. I'm not sure how much of a difference this may make with your situation, but hopefully it should help nevertheless:

Also make sure that CM is set to use the transparent smoke (Shift + I - select "high quality").
