It can be found in your installation directory or online here: http://www.furysoftware.com/documents/TCPIP_Quick_How_To.txt Just off the top of my head I would check to see if you have any firewalls active such as ZoneAlarm or in the case of Windows XP disable the 'Internet Connection Firewall' if that option is selected.
