And can I build units in rome? (the rules say ya) but I don't want to move out of Rome to find out I can not build unit! And if I can build unit in Rome, would a HQ help in there Surrender (if I were to build it in Rome)he is beating me Its all I have! Help meeeee!!!!!!!!!!!!!!!!! Countries surrender when their capital is taken and the majority of their forces are destroyed. That is why Poland and Yugoslavia do not surrender when capitals are taken and significant troops remain in the field. I had to read the rules myself to get that mistake out of my mind. Page 37.
