Suggestion to try to deal with the "reload game until you get a tech-advance" cheat: Have the game figure out tech advances at the end of your turn, but not go into effect (or get announced) until the end of the next turn. Unfortunately there are people that don't honor fair play. It is nice if one doesn't have to worry about it though through measures that prevent any question of cheating.
