I assume just for the ease of programming it, since it is that way for every mission. It doesn't much matter with TRPs, because two times zero is still zero. Yeah, I know it is not exactly zero. But it is still so fast, 2x is a matter of a few seconds, so who cares? It really only has a big impact when the initial time was several minutes. When you use 81mm mortars it's no big deal, but when it comes to workhorse 105... especially German one - delay time with visible TRP - 45 secs, and if it is doubled, enemy is nowhere there.
