I wasn't aware there was a shortage of helmets by 1944 - why would you suggest that there was? Photos of prisoners in 1944 invariably show the soft cap being worn - mainly because most troops kept them in their pocket, and helmets were the first thing taken away from prisoners, because they could be used as weapons.
