So far all I've played against human opponents are QBs, and I kind of got the sense the optional rules like Fionn Kelly's Armor Rules and Scipio's Artillery Rules were meant for QBs.. so are they just as applicable in an Attack scenario? I think you are confusing "quick-battle", which means any fight with computer-generated random terrain, etc, with "meeting engagement", which is one setting QBs can use. Rules like Fionn's 75-76 are meant for all QBs, not just meeting engagements. That may be the real answer to your question. Non-QB scenarios are made by a 3rd party designer, and players have no control over their forces. They don't pick them, so rules restricting their picks don't come up at all.
