Try this. It'a a 'workaround'.Start with a clean map- no units at all. Then, select your 'off board'units and task organize them just as you need them to be when they enter the game. Set each unit in it's starting location. Ensure that you have selected ENABLE UMPIRE TOOLS under OPTIONS.Then, under FILE select EXPORT ORDER OF BATTLE.You'll have to then select BLUE, RED, etc; select a folder to store the OOB files];name the files(eg BLUE_0730)and save them. At that point, you can delete the units from the map and select and position yout STARTEX units. Of course, if you want to phase the units in (eg 0710; 0715; 0730, etc.) you'll have to create and save a seperate OOB for each. Then, when you're running the game, you manually select IMPORT ORDER OF BATTLE under FILE when the units are scheduled to appear;go to the folder where you've store the file, highlight the file and hit OPEN. Then, select ON MAP and hit OK. The units will then appear at the locations you selected during set up.(You also have th eoption of putting them in a DEPLOYMENT WINDOE.)The OOB files are saved as an EXCEL file. You can edit the files, rename units, add units, etc. One thing to keep in mind- if you've set SOPs or given orders during set up, they won't survive this process.

I've task organized various USMC and US ARMY Task Forces and the only problem I've had is that, if you load personnel aboard a vehicle (eg a scout team on a HMMWV and then load it aboard a helo or an MV-22, some of the personnel 'disappear'. Once you get used to playing around with the OOB function, it's not as hard as it sounds.You can save an OOB and use it for different scenarios. Just try it with a clean map to start with, so if you mess up you won't ruin your scenario.
