As of right now, they are "thinking" on their own, and are simulating real-life people and their reactions to situations. They don't always follow your orders. It seems that an "Ignore" command would be final, that they would "Ignore" that unit no matter what. And if they were able to override that "Ignore" command, it wouldn't matter.
