Additions to TCP/IP patch.

These are not really bugs, just things i think need to be included in the official release of TCP/IP. For one, i think the setup timer should be the same for host and client. As it is now, the host gets done buying units and then has the time to setup their units while the other player purchases. Granted it is not a lot of time,(depending on how long they 'shop') but in low timer games it makes a big difference. Second, i would like a window pop to Verify that you are ready to 'Go' after setup. I use the arrows next to the "Go" button for camera movement, and a few times i have accidently hit the go button. In PBEM games, I was able to just reload. But it hoses TCP/IP games at start.
