The report is a most informative, and frequently disturbing read ); a very detailed look at the IG's investigation of an array of issues, criteria, remarkable oddities (all of which got test articles passed) used during the Army's tests in deciding what was and wasn't a valid test, back and forth discussions between the IG's office and PEO Soldier responsible for the tests, what was tested for, by whom and how. There is even a direct comparison between Army testing and USSOCOM testing, to include what environmental contaminants on the body armor are evaluated, how long the exposure should be and other such things. Be aware that the Shatter Gap referred to in the report is absolutely not the one you may be familiar with from CM.
