I mean, having Red and Blue sides equal force "budget" means they have forces of same estimated battle value (despite differing equipment) or not? womble Posted February 10, 2015 Share Posted February 10, 2015 Points cost does, indeed, notionally reflect actual combat performance. However, it is necessarily an "average". If you have a heavily urban or forested map, infantry will be worth more than their supposed points value, and ATGMs could probably be considered worth much less. "Scarcity" is represented by the rarity cost of an element.
